The Public Works Department has been working to develop an updated version of the 2003 Standard Specifications for Construction over the past couple of years with input from various contractor and engineering firms. The 2014 Specifications have realigned the numbering system utilized for the standard plates, standard bid items, bidding documents and contract documents. We are working to transition projects to the new specifications over the next couple of years and expect to complete this transition by the end of 2016. It is important to be aware that both specifications will be used concurrently and that it is the contractor's responsibility to study and understand the project they are bidding on.

The new specifications, bid item list, and standard plates can be downloaded from the Standard Plates and Specifications Listing on the Public Works website. The Public Works Department is not issuing printed versions of the 2014 Standard Specifications, standard plates or standard bid items list, but these items can be downloaded on the website or purchased on a cd for a cost of $15. Beginning August 14, 2013, the Public Works Department will no longer distribute plans and specifications for City projects in paper format.  Douglas County Purchasing and City of Omaha Public Works Departments will be distributing electronic documents through Quest CDN.

Electronic documents will help streamline and simplify the process and will save on costs for all parties.  The Public Works Department is excited to offer this new system to our bidders and contractors.

Contractors will need to sign up for a free account at  At this web site, you will be able to browse all available projects or go directly to the project you want to download by using the project identification number given in the advertisement.  This account can be created in advance, or the first time a bid packet is downloaded.

**PLEASE NOTE UPDATED COSTS (Effective January 1, 2019)**  The cost to download bid packet documents will be $30.00 for most projects, payable through the Quest CDN web site.  Upon request, you may obtain a bid packet on CD-ROM from the Public Works Department.  The CD-ROM will be available at a cost of $60.00 (including shipping).  These deposit amounts will have no refund associated with them.

As part of the sign-up process, contractors will be required to give a valid email address.  This address will only be used to notify bidders of addenda or other information applicable to the project.
