Beginning August 14, 2013, the Public Works Department will no longer distribute plans and specifications for City projects in paper format.  Douglas County Purchasing and City of Omaha Public Works Departments will be distributing electronic documents through Quest CDN.

Electronic documents will help streamline and simplify the process and will save on costs for all parties.  The Public Works Department is excited to offer this new system to our bidders and contractors.

Contractors will need to sign up for a free account at https://www.questcdn.com/.  At this website, you will be able to browse all available projects or go directly to the project you want to download by using the project identification number given in the advertisement.  This account can be created in advance, or the first time a bid packet is downloaded.

The cost to download bid packet documents will be $20.00 for most projects, payable through the Quest CDN web site.  Upon request, you may obtain a bid packet on CD-ROM from the Public Works Department.  The CD-ROM will be available at a cost of $50.00 (including shipping).  These deposit amounts will have no refund associated with them.

As part of the sign-up process, contractors will be required to give a valid email address.  This address will only be used to notify bidders of addenda or other information applicable to the project.

Sealed bids are invited and will be received by the City of Omaha on the projects listed below under Current Bid Listing.

All bids received will be time-stamped and must be received by 11:00 AM on the Bid Opening Day. Bid Opening will commence promptly at 11:00 AM on Wednesdays in the Omaha-Douglas Civic Center, Suite LC-4 (Legislative Chambers)

 

As evidence of good faith and guarantee that contract will be entered into should an award be made thereon, a bid security in the amount of 5% of the bid must accompany bid in accordance with City Code Sec. 10-103 Security of Bids Generally. Read More.  City reserves the right to accept or reject any or all bids in whole or in part, and the bidders shall have the right to appeal any decision to the City Council.

 

Note regarding Bid Tabulation Reports:  CONSIDERATION OF PROPOSALS

After reading, the Engineer shall compare proposals based on the corrected total bid amounts. Comparison results consisting of the total bid amounts will become public one (1) working day after the bid date. Detailed results consisting of the corrected bid tabulations will become public one (1) working day after the recommendation for an award has been approved by the Public Works Director. The City reserves the right to reject any or all proposals and to waive any informalities, irregularities, minor defects, or technical errors as may be deemed best for the interests of the City.

All bid/RFP documents submitted to the City may be subject to a public records request. If a bidder wishes to assert that certain bid documents are exempted from disclosure as public records, the bidder shall separately enclose and mark such documents as confidential, and provide a statement citing the factual and statutory basis for nondisclosure. In the event of a public records request for such bid documents labeled confidential, the City will advise the bidder as to its determination of disclosure or nondisclosure.

The Omaha Public Works Department is interested in securing the services of firms for various City of Omaha architect, engineer and related services for projects under $100,000 for a period of approximately 12 months, beginning February 1, 2018, for the following disciplines:
